Just as any good father disciplines his son to keep him from harm and set him on a good path, the Lord so much the more. As our Creator, He knows the deceitful nature of the human heart (Jer. 17:9) and the chastening that is necessary for us to become redeemed and fruitful.
An interesting footnote from many years ago: One of the girls in our family, who learned this Scripture song at the age of three, was heard singing her own inadvertantly modified version: "As many as I love I rebuke and chase them...." While amusing at the time, isn't this how the chastening of the Father often seems to us? Sometimes we even wish, or think we wish, that He would leave us alone. But according to Hebrews 12:8, we only need worry if God's spirit stops "chasing" us.
